Licensing
In its role as regulator of horseracing in Great Britain, the British Horseracing Authority is responsible for issuing licenses to:
The Licensing team administers the annual licensing process for full jockeys, apprentices, conditionals and amateur riders. It also licenses jockeys’ valets and agents, as well as registering over 7000 stable staff and issuing their racecourse stable passes.
The Licensing Department merged with the Security Department in 2007 to become the Integrity Services & Licensing Department. Licensing is very much a part of the Integrity function and the merger allows the two Departments to work more closely together to ensure that participants entering the sport are of the highest professional and ethical standards.
The new Departmental structure ensures that the licensing function is now more intelligence led and we have recently adopted a risk-based approach to licensing to enable more time and resources to be targeted at high risk areas. The Department employs five full time Stable Inspecting Officers whose responsibility is to conduct detailed inspections of trainers’ yards to ensure they meet the highest professional standards including the safety and welfare of horses and employees.
Strict criteria have to be fulfilled before licence applications are approved by the Licensing Committee. The Committee consists of Chairman Stephen Allday and members, Caroline Robinson, Anthony Webber, Richard Evans and Stephen Bate.
