BHA statement regarding Pat Cosgrave’s application for non-reciprocation of penalty

The Disciplinary Panel of the British Horseracing Authority (BHA) has today upheld Pat Cosgrave’s application that following his placing on the forfeit list by the Emirates Racing Authority (ERA) his resultant disqualification from the sport should not be reciprocated in Britain.

Jamie Stier, Director of Raceday Operations and Regulation for BHA, explained:

“Prior to the hearing we received a letter from ERA which stated that they were not seeking for the penalty imposed on Pat Cosgrave to be reciprocated in Britain.

“BHA’s Rules state that in the event of an individual being placed on a forfeit list and consequently being disqualified the penalty should automatically be reciprocated in Britain. For the penalty not to be reciprocated it is necessary for an application by the individual involved to be considered and approved by a Disciplinary Panel, as is provided for in the Rules.

“Having considered the submissions by Cosgrave and the letter from ERA, the Panel agreed that the penalty should not be reciprocated and as such Cosgrave is free to continue riding in Britain.

“The Disciplinary Panel will publish the written reasons for their decision in due course.
