Iscan Granted Dispensation to Take Stalls Test Early

In the interests of racing the Stewards of the Jockey Club have decided to exercise their power under Rule 1(xv) to allow ISCAN (IRE) to take a stalls test on Tuesday 7th September at Leicester. Providing that ISCAN (IRE) successfully passes the stalls test he will be eligible to take his place in the Rothmans Royals St Leger at Doncaster on Saturday 11th September. This decision follows written representation from Sir Michael Stoute, the trainer.

Notes for Editors:

1. Under Rule 1(xv) of the Rules of Racing the Stewards of the Jockey Club have power at their discretion, “In cases of emergency or expediency, to modify the Rules of Racing or any part thereof for such period or periods as they think fit, without giving previous notice….”

2. Iscan (Ire) was reported by the starters at Newcastle on 31st August 1998 and then for the second time within 12 months at Goodwood on 28th August 1999 for being reluctant to load and delaying the start. Under Instruction G1, paragraph 9, if the Stewards of the Jockey Club had not exercised their powers under Rule 1(xv) the horse could not have been given a stalls test before 13th September 1999, i.e. after the Rothmans Royals St Leger.
