AN ENQUIRY TO BE HEARD BY THE DISCIPLINARY PANEL OF THE BRITISH HORSERACING AUTHORITY ON MONDAY 19TH AND TUESDAY 20TH APRIL

Laura Young, a licensed trainer, has been charged with breaches of the Rules of Racing following a sample of urine was taken from STRATEGIC PLAN (FR) following the gelding’s win in the skyvegas.com £100 Welcome Bonus Selling Handicap Hurdle at Plumpton on 23rd March 2009. 

Subsequent analysis of that sample revealed the presence of tranexamic acid. Counter analysis of the B sample confirmed the presence of tranexamic acid. 

The Disciplinary Panel will consider whether or not Laura Young:

is in breach of Rule 200, in that on or before 23rd March 2009 she allowed or caused to be administered, or connived at the administration of, tranexamic acid to STRATEGIC PLAN (FR) either with the intention to affect the racing performance of STRATEGIC PLAN (FR) or in the knowledge that the racing performance of STRATEGIC PLAN (FR) could be affected by such administration?

is in breach of Rule 53 by reason of the presence of tranexamic acid (a Prohibited Substance within the meaning of Instruction C1) found in the urine sample taken from STRATEGIC PLAN (FR).

acted in breach of Rule 220(iii), in that she acted in a manner which was prejudicial to the integrity, proper conduct or good reputation of horseracing in Great Britain by depriving STRATEGIC PLAN (FR) of free access to water in the period prior to the horse racing at Plumpton racecourse on 23rd March 2009.

acted in breach of Rule 51(i), in that she acted without reasonable care and skill and without due regard for the horse STRATEGIC PLAN (FR), by depriving STRATEGIC PLAN (FR) of free access to water in the period prior to the horse racing at Plumpton racecourse on 23rd March 2009.

The hearing will commence at 10.30am on Monday 19th April and is scheduled to last two days.

Notes for Editors:

1.     Laura Young was charged in January 2010, but the announcement of charges and a date for the hearing were both delayed due to compassionate reasons.

2.     The Panel for the hearing will be:  Matthew Lohn (Chair), Mrs D Powles and Mrs C Cavendish

3.     Guideline Penalties for the various offences are:

Rule 200 – Entry point of £2,000 or Disqualify for 1 year, with a range of £1,000 – £12,000 or 1 month-5 years

Rule 220(iii) – Entry point of £2,000 or Suspend/Withdraw/Disqualify for 3 months, with a range of £1,000 -£10,000 or 1 month-3 years

Rule 51(i)
a) Below acceptable standard –  Entry point of £2,000, range  £1,000 – £3,000
b) Neglect over a period of time / very poor husbandry – Entry point withdraw licence for 9 months, with range of  6 months – 1 year
c) Wilful cruelty – Entry point of Disqualify for 6 years, with a range of  5-10 years
