HRA ANNOUNCE DETAILS OF REVISED STARTING STALLS TEAM INSTRUCTION

Following an 18 week trial of 9 man stalls teams at all non-Arena fixtures the HRA has amended their General Instructions on stalls handlers.

The new requirements are based on a sliding scale of manning levels which depend on field sizes, rather than applying a blanket minimum figure for fields of up to 20 racehorses, as was the case in the past.

The concept of a sliding scale was discussed and agreed with all the interested parties at a recent meeting, where it was also agreed that the HRA would make a final decision on the minimum manning levels.

The new sliding scale for stalls handlers, which comes into effect on the 1st September 2006, is below. It will be reviewed at the end of the year so that the busy back end of the turf flat season can be assessed.

RUNNERS MINIMUM MANNING LEVELS
Upto 15 – 9
16 to 17 – 10
18 to 20 – 11
20 plus When there are more than 20 runners in a race there must be an additional “leader” for every 3 extra runners over 20 and 2 additional “pushers” for each additional 10 runners over 20.

Tony Goodhew, Director of Racecourse Licensing and Standards, said:
“The recent trial enabled us to review race by race loads and obtain participant feedback. Having listened to the views of our Starters, together with representatives of RaceTech, the JAGB, the NTF and the RCA, we believe we have come up with a flexible solution which balances safety and integrity needs with commercial reality.

“At the same time we hope that those racecourses with very large or inexperienced fields will continue to employ extra handlers over and above the minimum requirement as they do currently.”
