Statement from Judicial Panel Chairman HH Brian Barker CBE QC

Following the recent resignation of William Norris QC from the Panel, the Judicial Panel Chairman, HH Brian Barker CBE QC, has released the following statement:

1. The Panel will continue to welcome the contribution of senior representatives of the PJA and NTF during appropriate segments of our twice yearly update sessions, that also includes presentations from specialists to broaden and increase understanding in relevant areas.

2. The Panel consists of experienced and committed members and operates in an entirely independent way from the BHA, unswayed by any outside views.  It has continued to sit during the pandemic via Zoom and hearings are open to the racing press.

3. It continues to follow sports regulatory best practice in giving full consideration to all arguments presented to it, considering each case entirely on the merits of the evidence presented to it, and publishing a reasoned judgment explaining the decision arrived at.

4. The BHA has made it clear that it fully respects the decisions and independence of the Panel and acknowledges that such an independent Panel is vital for the good reputation and running of the sport.
